Executive Order on Chemical Facility Safety & Security

On August 1, President Obama signed an Executive Order to improve the safety and security of chemical facilities and reduce the risks of hazardous chemicals to workers and communities. The Executive Order directs Federal agencies to work with stakeholders to improve chemical safety and security through agency programs, private sector initiatives, Federal guidance, standards, and regulations.

Specifically, the Order calls for revising and strengthening EPA’s Risk Management Program (RMP) and OSHA’s Process Safety Management (PSM) standard. The U.S. Chemical Safety Board (CSB) has long urged such improvements, specifically that reactive hazards (e.g., ammonium nitrate) be more comprehensively regulated under RMP and PSM. This action should spur regulatory development and enforcement regarding the coverage of reactive hazards to help prevent future incidents.
